RSG develops ActivitySim model for National Capital Region

The Metropolitan Washington Council of Governments (MWCOG) has released a beta version of its Generation-3 (Gen3) ActivitySim travel demand model, marking a key step toward adopting an activity-based modeling framework for the National Capital Region.

Developed in partnership with a consulting team led by RSG, the Gen3 model uses the open-source ActivitySim software to simulate tours of travel rather than individual trips. This approach enables more realistic representation of household travel patterns and supports policy analyses involving telecommuting, pricing, and vehicle type choice.

The RSG team was led by Project Manager Joel Freedman. The team also included Matt Landis, David Hensle, and Ali Etezady, who played key roles in population synthesis, software oversight, and model implementation. The beta release completes the third phase of MWCOG’s Gen3 development. The model will undergo usability testing ahead of the production version’s expected release in spring 2026.

ACE NY 2025 Fall Conference

Thomas Breen joins RSG as Vice President

Thomas Breen has joined RSG as Vice President of Growth and Development. He brings over three decades of experience leading technical teams, supporting federal transportation studies, and driving growth across transportation-focused software and services.

Throughout his career, Thomas has combined engineering rigor with business strategy to support innovation in aviation systems, noise monitoring, and operational analytics. He has helped organizations identify new opportunities and deliver client-focused solutions.

“RSG’s ability to generate clear, actionable insights is a major asset to the private sector,” said Thomas. “I’m excited to help grow the firm’s reach and apply our deep expertise to new markets that value data-driven decision-making.”

Modeling Mobility Conference

RSGers will attend and present at the Modeling Mobility (MoMo) Conference in Minneapolis, Minnesota, from September 14-17, 2025. RSGers will present five technical sessions and workshops covering household VMT and accessibility, VisionEval applications, uncertainty frameworks, O-D evaluation and spatial downscaling, rural/small community models, and performance-based planning. Sunday, September 14

Stephen Lawe, Principal, will moderate a VisionEval workshop, titled “The role of VisionEval within the transportation modeling toolkit,” during the afternoon on Sunday, September 14 from 3:30 to 5:00 p.m. The workshop will offer attendees a deeper dive into VisionEval’s structure, real-world applications, and planned enhancements.

Bishoy Kelleny, Modeling Consultant, will present “Enhancements to a Risk and Uncertainty Framework to Consider Flexible Work Arrangements and Overnight Visitors” on Sunday, September 14, from 3:30 to 5:00 p.m. His session will demonstrate a synthetic modeling approach that quantifies forecast uncertainty in travel demand, providing agencies with scalable tools to assess long-term risks.

Monday, September 15

James Sullivan, Senior Modeling Consultant, will contribute to two sessions on Monday, September 15. From 8:30 to 10:00 a.m., he will first present “INRIX O-D Evaluation and Use for Spatial Downscaling of the NextGen O-D,” which explores refined methods for enhancing origin-destination data. Later that day, from 3:30 to 5:00 p.m., he will moderate the “Rural / Small Community Models” session, focusing on the unique challenges of modeling in smaller and rural communities.

Ashley Asmus, Senior Consultant, will present on Monday, September 15, from 1:30 to 3:00 p.m. during the session “Modeling Demand from Supply: Household Vehicle Miles Traveled is Explained by Local and Regional Accessibility,” which demonstrates how accessibility measures can explain travel behavior and provide insights for policy and planning decisions.

Jay Evans, Chief Operating Officer, will moderate the “Performance-Based Metrics and Planning” session on Tuesday, September 16, from 8:30 to 10:00 a.m. This session will emphasize how performance-based planning strengthens transportation investment decisions by linking strategies to measurable outcomes.

RSG Helps NVTA Navigate Napa’s Changing Travel Landscape

A recent article in The Press Democrat (subscription required) highlighted how RSG’s work with the Napa Valley Transportation Authority (NVTA) is helping the region update its understanding of commuting behaviors following the pandemic. The study used advanced data analytics and survey methods to quantify the region’s shifting travel patterns, confirming that remote work, rising living costs, and new mobility preferences have dramatically reshaped how and when people commute in Napa County.

The 2024 Napa Valley Travel Behavior Study Update, commissioned by NVTA and led by RSG, revealed a 12% decline in inter-county commute trips compared to prior years, reflecting fewer residents, fewer local jobs, and more people working from home. Released in 2025, the findings highlight a simultaneous 10% rise in pass-through drivers, or travelers moving through Napa County without stopping. This shift suggests the county is increasingly functioning as a corridor rather than a destination.

“This study gives NVTA a clear, data-backed understanding of how travel in the region has changed, and it provides a roadmap for how to respond,” said Kevin Johnson, RSG's project manager for this work. “It’s a great example of how cutting-edge tools and approaches grounded in mobility data analytics can produce high-value insights that shape long-term planning.”

The findings delivered by RSG have provided NVTA with rich, location-based data that validated anecdotal observations and uncovered trends that would have been costly or difficult to detect using traditional methods. These insights enable NVTA to make more informed transportation investments, improve service delivery, and enhance residents’ quality of life.
