Matthew Ciborowski, AICP, ENV SP

Vice President – Planning and Model Applications

Matthew Ciborowski is an accomplished urban planner, transportation expert, thought leader, and project manager with over 15 years of experience delivering excellent project outcomes. His work has balanced the interface between technical planning and political reality, having managed several multi-million-dollar planning studies, research initiatives, capital investments, and public-private partnership (P3) efforts. At RSG, he oversees planning applications and travel model development, addressing varied mobility needs in response to changing demands and circumstances while advancing the state of the practice for our clients and communities.

Before joining RSG, Matt held pivotal roles in both the public and private sectors. As a planner with an international design firm, he guided clients through alternatives analysis, service planning, data analysis, master planning, and economic development projects. Previously, he served as the policy and program manager to deliver modernized fare collection to the Massachusetts Bay Transportation Authority (MBTA). At the Massachusetts Department of Transportation (MassDOT), Matt was a transportation planner, project manager, and policy analyst for some of the largest programs in the Commonwealth.

Matt is an active member of the transportation planning community, serving on several committees with the Transportation Research Board, Urban Land Institute, American Planning Association, and Boston Chamber of Commerce.

A lifelong Massachusetts resident, Matt spends his free time on the stage, soccer field, and water, typically with his family.
