U.S. Department of Housing and Urban Development
In partnership with Abt Associates, RSG completed a multi-year research effort for the U.S. Department of Housing and Urban Development’s Office of Policy Development and Research to determine how much it costs to run an efficient Housing Choice Voucher (HCV) program for the purpose of developing a formula for allocating administrative fees. For the project, RSG authored a mobile-phone and web-based data collection platform used by public housing authority employees to track how they spend their time. The data collection design utilized Random Moment Sampling (RMS) by periodically surveying the respondents via a customized Android application on a smartphone throughout their workday for eight weeks. Data collection was conducted at 60 U.S. locations capturing nearly 600,000 surveys.
