William Woodford is a national leader and expert who excels at collecting data, developing analysis tools, and applying advanced methods to help transportation agencies plan for the future. He played a key role in the development and support of the Federal Transit Administration’s Simplified Trips-on-Project Software (STOPS), a transit ridership forecasting model now widely used by agencies across the country.
Bill brings decades of consulting experience with a focus on travel demand modeling, ridership forecasting, and transportation planning. His work includes planning for fixed guideway transit projects, with particular emphasis on ridership forecasting, alternatives analysis, and system evaluation. He has consulted with many of the largest transit agencies in the United States, including those in New York, Newark, Washington, Chicago, Denver, Los Angeles, and San Jose. He has also worked with the Federal Transit Administration, the Federal Highway Administration, and state departments of transportation in New York, Virginia, and Maine.
William lives in the Washington, DC, area and enjoys hiking, cycling, and relaxing on the Delaware shore.
