Stephen Tuttle has extensive experience in transportation modeling and supports state departments of transportation, metropolitan planning organizations, and tolling authorities. He specializes in the development, calibration, and application of statewide and regional travel demand models. Stephen has managed and contributed to major modeling projects across the country, including for Michigan, Nevada, Illinois, and Utah.
At RSG, Stephen leads and advises on travel model enhancements that integrate passively collected data, improve forecasting accuracy, and support decision-making for infrastructure investments. He has applied these methods to analyze seasonal travel patterns, estimate demand for managed lanes, and forecast the potential impacts of connected and autonomous vehicles. He has also presented at numerous national transportation modeling and planning conferences. Stephen is known for delivering technically rigorous, data-informed solutions that help agencies prepare for future transportation challenges.
Originally from the Northeast, Stephen now enjoys living in sunny Los Angeles and likes to play strategy games in his free time.
